This is a certificate issued to pack and back peddlers by the Sangmusa, an institution established to deal with commercial affairs including the management of pack and back peddlers in 1899. To acquire the certificate, applicants needed to find a guarantor and make a payment of one yeopjeon, which was a brass coin with a square hole in the middle. The certificate remained valid for one year.
