This book written by the secret royal inspector Hwang Hyeop in Chungcheongu-do in 1833 (the 33rd year of King Sunjo’s reign) contains information concerning local government officals. It also contains the king’s secret instructions, details of the achievements of local government officials, problems surrounding the three most important matters in state affairs (i.e., land tax, military service, and grain loan and re-collection), explanations of how to resolve these problems by the Ministries of Personnel and War, and the king's instructions for encouraging a year’s farming as announced in the first lunar month in 1836 (the 2nd year of King Heonjong’s reign).
