This is a royal edict issued by King Jeongjo appointing Jo Jun as a governor and provincial army commander of Hamgyeong-do Province in the ninth lunar month of 1777 (the first year of King Jeongjo’s reign). The edict asks Jo to help the people suffering from a poor harvest and to do his best as a local administrator, stressing that Hamgyeong-do was a strategically important area since it shares a border with Manchuria.
